SCSP Launches Bipartisan Commission on U.S. Quantum Primacy (CUSP)

The Special Competitive Studies Project (SCSP) has announced the formation of the Commission on U.S. Quantum Primacy (CUSP), a high-level bipartisan body tasked with developing a national strategy to secure American leadership in the global quantum competition. Co-chaired by Ylli Bajraktari (President of SCSP), U.S. Sen. Todd Young (R-IN), and U.S. Sen. Ben Ray Luján (D-NM), the 14-member commission bridges leadership from Congress, national laboratories, and the private sector to translate quantum innovation into national power.

 

The commission features a “who’s who” of quantum and defense leadership, including:

 

· Industry & Investment: Jack Hidary (SandboxAQ), Niccolo de Masi (IonQ), Dr. Jay Gambetta (IBM), Dr. Hartmut Neven (Google Quantum AI), and Pat Gelsinger (Playground Global).

 

· National Labs & Defense: Dr. Thomas Mason (Los Alamos), Laura McGill (Sandia), and Dr. Whitney Mason (DARPA).

 

· Regional & Strategic Infrastructure: Dr. Mit Jha (Quantum Corridor), Dr. Gretchen Campbell (UMD), and Dr. Megan Anderson (IQT).

 

CUSP’s mission is to strengthen U.S. national security and economic might through three core pillars:

 

1. Secure Quantum Industrial Base: Developing resilient talent, hardware, and supply chains.

 

2. Information Advantage: Securing mission-critical algorithms and protocols to retain data leadership.

 

3. Integration and Hybridization: Combining quantum and classical technologies for near-term operational deployments.

 

The Commission will evaluate the current state of the U.S. quantum ecosystem and deliver a final report featuring actionable policy recommendations to ensure the United States defines the upcoming quantum age.
